Tool Synthesis: Agents that Write Their Own APIs

Agents that author, test, and reuse their own tools instead of relying on a fixed toolset.

Fixed toolsets limit what an agent can do. We present a loop in which the agent proposes a new tool, writes and tests its implementation, and promotes it to a reusable library when it passes. We discuss the evaluation harness required to trust synthesized tools and the failure modes we observed.
